A garbage dump site is where waste is disposed of in a spontaneous or programmed way but without any control or environmental protection.  A garbage landfill is a place planned to receive waste without any sanitary measures established by the law (SD 189). That is why is it always plagued by environmental issues. A sanitary landfill on the other side, complies with all the sanitary and environmental guidelines under the law.
