Yes, but only if it meets the following conditions:  (1) they must be non-hazardous ISW, (2) the ISW main components must not alter the degradation processes of the landfill, (3) and must have the proper health / sanitary authorizations. As an example: tires are non-hazardous ISW but sanitary laws say they cannot be disposed of on sanitary landfills.
